The South Kilburn Regeneration Programme is being delivered by Brent Council as a long-term initiative to transform a 40-hectare estate in Zone 2 London into a thriving, inclusive and sustainable neighbourhood. The programme is approximately halfway through its delivery, with over 1,500 new homes—many of them affordable—already completed, alongside parks, schools, health infrastructure and public realm improvements.
Placemaking is embedded as a guiding principle across the masterplan, with an evolving Placemaking Framework underpinning the next phases. This includes a coordinated approach to public realm, ground floor activation, social infrastructure, and long-term stewardship.
The regeneration is exemplary in its collaborative delivery model. It has been led directly by Brent Council in response to a historic lack of developer interest post-recession, positioning the Council as masterplanner and client. It exemplifies how local authorities can drive high-quality, design-led development rooted in social value, through meaningful community engagement. Secure tenants have been guaranteed re-provisioned homes within the area, and community organisations like South Kilburn Trust have been central to shaping outcomes.
The project’s success is evidenced by numerous design and regeneration awards and is increasingly recognised as a leading example of people-centred estate transformation in the UK.
As Leader of Brent Council, my key priorities include the delivery of high quality affordable housing, good jobs and supporting our residents with achieving the best start in life. The success of South Kilburn is therefore critical to help achieve this and is a regeneration programme of deep personal importance to me.
