David joined TfL in 2008 and has been Head of Growth and Masterplanning since 2023. He leads TfL’s work to unlock new homes and jobs across the city and support the delivery of the London Plan through the integration of transport and land use planning.
Alongside GLA colleagues, David co-leads a joint Place Unit for the Mayor, focused on enabling successful place-based regeneration and housing delivery in priority locations across the city. His work includes securing funding sources for transport schemes linked to new development.
David has been heavily involved in making the case to government for TfL’s growth projects, including the DLR extension to Thamesmead which would unlock 25,000 to 30,000 homes in east and south east London.
In previous roles David developed TfL's approach to scenario planning which was critical to the organisation's approach to recovery after the pandemic. He also led demand forecasting for TfL and has worked on many of the key strategic transport and land use questions facing the capital.
From 2010 to 2018 David was a councillor in a London borough and has non-executive experience in the housing and development sector. His first degree was in Mathematics and he holds an MSc in Transport.
