Transforming an existing 1990s building next to Tower Bridge via deep refurbishment into one of UK’s most sustainable workspaces. BREEAM Outstanding, WELL Platinum, net zero carbon.

Located at 224-226 Tower Bridge Road, TBC.London is the transformation of a redundant 1990s office building into a contemporary, net zero carbon workplace in one of London's most sensitive heritage settings. Designed by Stiff + Trevillion for developer FORE Partnership, the project completed in June 2025 and delivers 152,496 sqft GIA of best-in-class Grade A workspace beside Tower Bridge.

Rather than demolishing and rebuilding, the scheme retained over 70% of the existing reinforced concrete structure, fundamentally reducing embodied carbon and demonstrating the architectural and commercial potential of retrofit-led regeneration. The project is notably the UK's first commercial building to reuse large-scale pre-war steel, incorporating 40 tonnes of salvaged 1930s beams recovered from the former House of Fraser on Oxford Street.

A finely detailed new brick façade, reconfigured floorplates, and three additional storeys improve daylight, flexibility, and environmental performance, while carefully stepping back to protect sightlines to the Grade I* listed Tower Bridge. Upper floors open onto generous landscaped terraces, culminating in a clubroom and rooftop terrace with panoramic Thames views.

The building achieves BREEAM Outstanding (95.6%), WELL Platinum, and NABERS 5*, with operational energy of just 31.5 kWh/m² — aligned with Paris-proof 2050 targets and significantly outperforming comparable new builds. Embodied carbon sits below 300 kgCO₂/m², 15% below the LETI target.

Beyond environmental performance, TBC.London delivers genuine community value through the Urban Village Hall, a free civic space for local groups and schools, and the Blend Family Food Hall, activating the ground floor with independent food vendors and local employment. The project is forecast to generate £145 million in social value over 20 years.

TBC.London stands as a compelling blueprint for sustainable, socially purposeful urban regeneration.

through a deep refurbishment, designed by Stiff + Trevillion. FORE is targeting
BREEAM Outstanding, EPC A and WELL Platinum for the building, which will be
100 per cent electric and zero carbon in operation, using air-source heat pumps
and in-floor cooling which are 30 per cent more efficient than traditional systems.
